Horizons & Co and RIT Dubai build the Middle East's first legal AI, grounded natively in UAE law

Horizons & Co, one of the longest-established law firms in the UAE, is developing what it describes as the Middle East's first legal AI in partnership with Rochester Institute of Technology, Dubai (RIT Dubai). Rather than adapting AI trained on foreign legal frameworks, the tool is being built from the ground up around UAE law, combining RIT Dubai's applied AI/engineering expertise with nearly three decades of Horizons & Co's litigation, arbitration, and corporate practice experience. The initiative is explicitly framed around UAE national AI and digital-economy strategy.
